MoHRE achieves outstanding performance in 2023

The inspection team at Ministry of Human Resources and Emiratization (MoHRE) reported outstanding performance in 2023, conducting more than 430,000 inspection visits and organizing awareness programs on labor market legislation for workers and employers.

This resulted in the detection of more than 75,000 violations and the awareness of more than 2 million workers and more than 9,000 employers, according to data published by MoHRE in its Labor Market Observatory.

He MoHRE Intelligent Inspection System It is the first of its kind in the region and one of the key tools introduced by the Inspection Sector to enhance its role in community protection. The system’s risk matrix analyzes data, classifies companies into three levels according to their degree of risk and establishes priority areas for inspectors to monitor daily. Meanwhile, electronic inspection devices help ensure speed and accuracy in inspection procedures.

The Ministry highlighted that companies’ compliance with labor market legislation and ensuring that they meet their annual Emiratization targets is an

“ongoing task for its Inspection Sector, which employs its innovative digital and field supervision system, supported by signed agreements to provide advanced training to inspectors, improve their performance and efficiency, and familiarize them with the latest international labor inspection practices . This, in turn, serves to ensure professionalism and excellence, raising standards of integrity and competitive performance, in line with the state of the UAE labor market and the country’s world-leading position in this field.”

In parallel with these efforts, the Ministry carries out awareness-raising programs and initiatives for both parties to the employment relationship.

The inspection and awareness system is part of the MoHREThe UAE’s integrated structure, used to implement its labor market policies, regulate the labor market and promote principles of work ethics, simultaneously ensures compliance with legislation between employers and workers and drives efficiency, competitiveness and productivity in the UAE labor market.

The Labor Market Observatory on MoHRE The website showed a total of more than 75,000 violations reported last year, in particular, 1,077 companies were reported since mid-2022 for violating Emiratization decisions and policies, including engaging in false Emiratization practices and circumventing Emiratization targets.

Fifty-five cases of companies that hire workers without a license issued by MoHRE in 2023 were also detected, including five social media accounts that were closed in coordination with the Telecommunications and Digital Government Regulatory Authority (TDRA). Meanwhile, 509 companies were referred to the Public Ministry for not carrying out the activity for which they had a license and closing without resolving the situation of their workers.

The Ministry imposed administrative sanctions on a group of violators identified during inspection visits, including more than 33,000 cases of non-payment of wages owed to workers through the Wage Protection System; more than 1,200 cases of providing false documents or data to the Ministry to obtain a service; and 76 cases of accommodation of non-compliant workers.

In addition, 185 cases were reported for non-compliance with the midday break, which prohibited workers from performing their tasks around noon in direct sunlight and in open spaces from June 15 to September 15, 2023. Another 30 cases were reported. for failing to report work-related injuries. , professional illnesses or death of a worker to the Ministry, in addition to three cases of illegal passing on of hiring expenses to workers, among other infractions.

MoHRE We received approximately 1,500 complaints through official channels provided to the community to improve their supervisory role in the labor market, allowing them to report any violations to allow inspection teams to take necessary measures, enforce laws and protect the interests of both parties. the employment contract, in addition to ensuring that all companies comply with labor laws and the Ministry’s regulations.

As part of its commitment to providing the best services to employers, the Ministry launched a new proactive service that allows them to evaluate their companies themselves using the MoHRE smart app. The service is easy to access, allowing for a seamless application process and quick completion of the company’s required assessment, eliminating the need for an assessment visit or additional fees. In 2023, companies submitted 770 self-assessment applications in relation to electronic installment transactions.

The Ministry has also sought to enhance its strategic government partnerships in 2023 by conducting more than 1,000 field visits and inspection campaigns, in collaboration with relevant government entities, including joint campaigns to monitor worker accommodation, the delivery sector , educational institutions and health centers. .

In a notable step to protect delivery drivers from direct sunlight and heat exhaustion during the summer, MoHRE Last year, it announced an initiative to provide 356 rest stations equipped with basic services throughout the country, in coordination with delivery companies and with the support and participation of relevant government entities.

Regarding the awareness-raising and orientation actions implemented in 2023, more than 49,000 orientation workshops were held in 15 different languages ​​that benefited more than 2 million workers, including nearly 580,000 who opted for self-orientation. Meanwhile, more than 9,000 entrepreneurs attended 97 workshops organized to raise awareness about the laws and ministerial decisions that regulate the labor market.

The Ministry allows workers to comply with the requirements of the awareness program through the self-guidance service in its application, available in 15 languages. This includes educating them on how to file a labor complaint and communicate with the Ministry through its channels, as well as familiarizing workers with the rights and duties of both parties to the employment relationship and introducing them to the culture of the UAE.
