Dr Naseem Mohammed Rafie, Director of the Health and Safety Department of Dubai Municipality, said the move aims to realize the Municipality’s goal of transforming markets into worker housing areas into integrated spaces and recreational areas following the Dubai regulations and requirements.

The plan to develop and establish community labor markets is expected to produce various benefits by offering comprehensive commercial spaces including designated spaces for ready-to-eat food, vegetable and fruit, meat and fish stores, convenience stores, consumer outlets, barbershops and tailoring workshops.
“In addition, it guarantees the products and materials at a price that matches the financial capacity of the workers and meets all health, safety and food safety standards set by Dubai Municipality,” the municipality noted.
The civic body will also oversee the holding of recreational, social and sporting events within these community markets to transform them into a sought-after recreational destination for workers.
Dubai Police, a key strategic partner of the Municipality in this effort, will collaborate in these initiatives, improving the well-being and quality of life of the community of workers.
One of the objectives of the labor market development plan is to encourage community participation, involving local companies and institutions from both the public and private sectors. This will be achieved by establishing strong alliances with these entities to carry out recreational, sports, health and community activities for workers within the designated spaces in the market, all of them free of charge.
In 2022, Dubai Municipality and Dubai Police introduced the first licensed formal worker market in the Al Quoz area, differentiating it from unregulated markets that often lack licenses and safeguards for the health of consumers.
“Unlike random markets that attract thousands of workers and sell unlicensed products, the formal market focuses on eliminating practices that impact the consumer and public health,” the Municipality noted.
