The new law also describes the process for appointing the President of the Executive Council, stipulating that it will be carried out through a decree issued by His Highness the Ruler of the Emirate. In addition, the law defines the responsibilities of the President of the Council, detailing the selection processes of the Vice Presidents, the Secretary General of the Council and its members. In addition, it specifies the functions of the President, the Vice Presidents and the members of the Council.
Law No. (26) of 2023 also forms the ‘Strategic Affairs Council‘ as an affiliate of the Executive Council. The Law also stipulates the establishment of a General Secretariat for the Executive Council composed of a Secretary General and one or more deputies, together with a team of experienced and specialized personnel with various knowledge. The Law clearly establishes the powers and powers of the General Secretariat, empowering it to provide support and assistance to the Executive Council, the Strategic Affairs Council, as well as the councils, committees or working groups formed by them to help in their decision-making process. of decisions. .

The responsibilities of the General Secretariat will also include the preparation and evaluation of the comprehensive government structure, incorporating the government’s operational mechanisms. This role involves suggesting essential modifications to improve the effectiveness and efficiency of the government in accordance with good governance principles, among other tasks.
Law No. (26) of 2023 outlines the process for appointing the Secretary General of the Dubai Executive Council, which will be carried out by a decree issued by His Highness the Ruler of the Emirate on the recommendation of the President of the Executive Council. The Law also establishes the powers of the Secretary General of the Council.
The President of the Executive Council will issue the necessary decision to implement the law replacing Law No. (3) of 2003 relating to the creation of the Executive Council. In addition, the new Law also annuls the Executive Council Resolution No. (40) of 2015 regarding the responsibilities of the General Secretariat of the TEC, and the Executive Council Resolution No. (66) of 2017 regarding the formation of the Council of Strategic Affairs. as part of the TEC. The Law nullifies any other legislation that contradicts it.
Decisions and regulations implemented under Law No. (3) of 2003, Executive Council Resolution No. (40) of 2015, and Executive Council Resolution No. (66) of 2017 They will remain in force until new decisions and regulations are issued that replace them.
