He emphasized the importance of government entities evolving their services and adopting highly efficient business models focused on reducing bureaucracy to achieve the nation’s goal of leading the world in excellence in government services.
His height made these statements during a session of the ‘Zero government bureaucracy‘, an initiative spearheaded by the UAE government to streamline operations and further raise service delivery standards.
The session was attended by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Dubai Executive Council, and His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai and Deputy Prime Minister and Minister of Finance. .

“The procedures are intended to serve the people and make their lives easier. Bureaucracy is the main challenge facing any government seeking to develop its services. I will review the development achieved by government entities to assess their progress. In a year’s time , we will announce the results. “Elimination of government bureaucracy and rapid service delivery are the two pillars of our future strategy.”
The sessions, which were attended by ministers and more than 300 government and private sector leaders, are part of the UAE government’s efforts to accelerate the implementation of the ‘Zero government bureaucracy’ program by fostering effective partnerships with the private sector.
His Highness was briefed on the achievements of 30 ministries and government entities that worked on the development of 106 services, as part of efforts to implement the ‘Services 2.0‘ Government services development model.

He highlighted the UAE’s efforts to develop its government operations, detailing the rapid evolution and exceptional milestones it has achieved. The transformation journey began with the transition to e-services, progressing to the creation of smart government in 2013 and culminating with the adoption of digital government in 2021.
The event featured a session titled ‘The equation for success in eliminating bureaucracy’. Martin Lindstrom, global expert in identity building and corporate transformation culture, analyzed the key factors to ensure the success of red tape initiatives.
Mohammed Lootah, Chairman and CEO of Dubai Chambersand Ahmed Khalifa Al Qubaisi, CEO of the Abu Dhabi Chamber of Commerce and Industry, participated in a panel discussion to address challenges caused by bureaucracy. They also discussed key steps to eliminate bureaucracy and improvements that can be made to simplify and facilitate government procedures.
The event included sessions focused on exploring ways to accelerate the design and implementation of initiatives to eliminate government bureaucracy. Ministers and around 150 leaders of federal entities participated in these sessions.
Ministries and government entities have been ordered to immediately adopt the program and work to cut at least 2,000 government procedures and reduce the time required for procedures by a minimum of 50 percent within one year.
A total of 30 federal government entities showed their achievements by developing 106 services in 90 days, as part of the first cycle of the ‘Services 2.0’ initiative, launched by the Emirates Program of Excellence in Government Service.
The first cycle saw a 61 percent improvement in government services in 90 days, a 50 percent reduction in the number of steps in the customer experience and a saving of 28 million minutes in government service delivery time .
